针对反应不能下载BioInfoServOS的现象，经过反复测试，修正了错误，目前扩大了同时在线下载人数的限制，每个IP支持两个线程，每个线程100Kb/s(100人同时在线）：MaxHostsPerUser 100
MaxClientsPerUser 200
MaxClientsPerHost 2
TransferRate RETR 100
